Run pulseaudio -k to kill the running daemon. The service is even running out-of-the-box in Ubuntu 21.10. Try to remove the suggested packages one by one. Use Pipewire to replace PulseAudio in Ubuntu 21.10 & Ubuntu 21.04: Ubuntu now has better Pipewire support in recent releases. So after the above commands, check what can be removed and what not.
